There was a house fire. The officials are looking for a suspicious person.
There was a shooting and the police are looking for a person of suspicion. 
Intuition, feeling, impression, inkling, hunch, fancy, notion, supposition, belief, idea, theory, presentiment, premonition, informal gut feeling, sixth sense a feeling or belief that someone is guilty of an illegal, dishonest, or unpleasant action, cautious distrust, misgiving, doubt, qualm, reservation, hesitation, question, skepticism, uncertainty, distrust, mistrust.
Walk through a crowd of people and notice all the people who look suspicious. Maybe they seem out-of-place or not to your bias value, but you question their motives. Those people are suspicious.
Who gave us right to judge?
